In 2006, the net income per farmers and herdsmen was 4827 yuan. After allowing for inflation, the actual increase rate was 15.3 %. The per capita disposable income of urban and township residents was 8966 Yuan after taking price rises into consideration. With centre government’s support, 210 thousand old residential houses had been rebuilt in the XPCC, starting from the end of the 9th Five-Year Plan period.
        At the same time, drinking water for 1.17 million people had been provided. The coverage of workers and farmers participating in the basic old-age pension program, the basic medical insurance system and the unemployment insurance program reached 90 %, 82 % and 90 % respectively. The coverage of the living allowances for farmers and workers laid off from state-owned enterprises went by 100%. Since the 9th Five-Year Plan period, the workforce of farmers and workers had developed steadily and the net increase of the population grew to 142 thousand.
