While probing new ways to bring the XPCC’s special system more in line with the market mechanism in recent years, the XPCC has worked out a series of policies and measures for the reform of the state farms and industry enterprises, which had been continuously improved in practice. The XPCC took land policies as a breakthrough point and conscientiously implemented basic management system reforms for the state farms. The main points of the system reforms includes the contracted land operation, clearly established ownership to household, centralized purchasing and supplying of means of agricultural production, and products purchased with orders (C.W.O). These systems centered on the basic farm management system with the supporting policies of the decision making management of land, manpower, funds, materials, and with mechanisms of monitoring. Thus, the new systems were both highly accommodating to market economy needs and conforming to the system characteristics of the XPCC. All the reform practice mobilized the energies of both the farms and their farmers, while speeding up farm structure reform and solving the overstaffing problem of unproductive labor in the farms. Due to the unremitting efforts to promote the reform of its intellectual property system for the state-owned enterprises and to establish the supervision and operation of state-owned assets, some big enterprise groups had emerged. So far, there are 170 limited companies, 24 Limited liability companies and 13 holding and listed companies. During the 10th Five-Year Plan period the total assets of state-owned enterprises increased by 42.9%, the sales revenue grew by 53.4 %. The total profits recorded a rise of 66 %.
